Considerations and facets:

Better road
facilities curb Naxalite activities by serving as corridors for improved
law and order surveillance.

Roads shall
serve as both Forward and backward linkages with other interventions
under the RSVY (irrigation, agriculture etc)

Only hitherto
perpetually neglected roads that do not qualify under the PMGSY have
been selected.
Perhaps the smallest
district of newly constructed Jharkhand state, Lohardaga has been always
a neglected and under developed region of south Chhotanagpur division.
Mostly uneven and forest covered villages of this district and situated
in remote areas, could no more develop due to lack and infrastructure
development, especially communication. Continuously increasing naxalite
activities and decreasing economy and this district are the results of
lack of communication. Several developmental schemes of the state and
central govts. have failed due to communication gap between rural and
urban areas. The forest and agricultural produces get rotten in the
villages, only because the rural people are unable introduce their
produces to the market. Almost hilly racks of this district are usually
open throughout the year but they are for wading only. As such, adequate
communication is only possible through motor able roads to remote
hamlets of this district. Ample opportunities of tourism development,
too, can be provided to the beautiful but neglected tourist points of
this district by better communication round the year only.
Consisting of 5 blocks 67 panchayats and 354 revenue
villages, Lohardaga district is thickly populated by mixed population
with major number of tribals and primitives tiribes in the platinum
region. The numbers of village above 1000 are 87, between 500 to 1000
are 108 and the rest others are consisting below 500 population. The
PMGSY scheme of the central govt. is for those village only with a
population of more than 500 but below 500 populations there is no
provision under this scheme. As such the present scheme under RSVY,
those village/tolas of Lohardaga district below a population of 500 can
be facilities with better vehicle communications. The proposal for road
communication under this scheme have been widely discussed with the
NGO’s active in this district like PRADAN.
A major population of this district lives in the remote
area. To developed road network in these areas it is very useful to
construct all weather roads under this schemes. proposal for
construction of only such roads and bridges are made under this schemes,
which can not be taken any other on going major yojana’s like PMGSY &
other sate sponsored schemes. Total no. of roads & bridges proposed to
constructed in this district is (118) One hundred & Eighteen Only.
